How SNAP Eligibility Works

Most households must pass three tests to qualify for SNAP: a gross income test, a net income test, and an asset test.

Gross income limit

The federal minimum gross income limit is 130% of the Federal Poverty Level, which works out to $0/month for a 4-person household in 2026. Over half of states have expanded this to 160% to 200% FPL through Broad-Based Categorical Eligibility (BBCE).

Net income limit

After applying deductions (earned income, shelter costs, dependent care, and medical expenses for elderly or disabled members), net income must be at or below 100% FPL, which is $0/month for a 4-person household.

Asset limits

Most households must have assets below $2,750 (or $4,250 if someone in the household is elderly or disabled). Households that qualify through BBCE categorical eligibility may have no asset limit.

What is BBCE?

Broad-Based Categorical Eligibility (BBCE) allows states to expand SNAP eligibility beyond the federal minimums. States with BBCE often raise the gross income limit to 185% or 200% FPL and eliminate asset tests, making more households eligible.

In most states, children in households receiving SNAP automatically qualify for free school breakfast and lunch through the National School Lunch Program. No separate application is required.
