Colorado Medicaid (Health First Colorado)

This guide covers Medicaid eligibility in Colorado, known as Health First Colorado. Whether you're a child, parent, pregnant woman, or adult, this guide explains who qualifies and how to apply.

Colorado has expanded Medicaid under the Affordable Care Act (ACA). Most adults with income up to 133% of the Federal Poverty Level can qualify. There is generally no asset test for MAGI-based Medicaid programs in Colorado.
Important: Medicaid eligibility rules and income limits are subject to change. For the most current information contact Health First Colorado at 1-800-221-3943 or visit www.healthfirstcolorado.com.

This guide uses 2026 Federal Poverty Level (FPL) data. The FPL is published annually in January by HHS and determines eligibility thresholds for Medicaid and other federal programs.

General Eligibility Requirements

To qualify for Colorado Medicaid you must:

  • Be a resident of Colorado
  • Be a U.S. citizen or have qualified immigration status
  • Have or apply for a Social Security number (with some exceptions)
  • Meet the specific eligibility criteria for at least one Medicaid pathway
  • Meet income guidelines (which vary by program)

This guide covers the main categories: children, pregnant women, parents, and adults. Additional pathways exist for seniors (65+), people with disabilities, and specific medical conditions — these often have different income and asset requirements.

5. Medicaid for Parents & Caretaker Relatives

Note for parents in Colorado: Because Colorado has expanded Medicaid, most parents qualify under the adult expansion pathway at 133% FPL — which is equal to or higher than the separate parent/caretaker limit below. In practice, parents should apply under whichever pathway gives them the highest income limit. The parent/caretaker pathway shown below is the traditional pre-ACA pathway and may apply in specific circumstances.

Who qualifies:

  • Parents or caretaker relatives of dependent children under age 19
  • Must live with and provide care for the child
  • Colorado residents
  • U.S. citizens or those with qualified immigration status
  • Meeting income guidelines below

Income limits — 68% FPL:

This percentage is an approximation. Colorado may use fixed dollar amounts rather than a strict FPL percentage for this category.

4 people$1,870/mo
